GDRFA Dubai signs ‘Pioneers for Excellence’ agreement at GITEX Global 2025

Dubai: The General Directorate of Residency and Foreigners Affairs in Dubai (GDRFA Dubai) has signed a landmark cooperation agreement under the “Pioneers for Excellence” initiative, supervised by the Dubai Government Excellence Program.

The agreement, announced during GITEX Global 2025 at the Dubai World Trade Centre, brings together six key government entities with the aim of enhancing collaboration, institutional capabilities, and leadership practices across Dubai’s public sector.

The pact was signed by Lt. General Mohammed Ahmed Al Marri, Director General of GDRFA Dubai; Hessa Essa Buhumaid, Director General of the Community Development Authority; Dr. Louay Mohammed Al Balhoul, Director General of the Legal Affairs Department of the Government of Dubai; Essa bin Nasser bin Natouf, Executive Director of the Dubai Government Human Resources Department; Ali Mohammed Al Mutawa, Secretary-General of the Awqaf and Minors Affairs Foundation; and Saeed Mohammed Hareb, Secretary-General of the Dubai Sports Council. Senior officials and assistant directors general from the participating entities also attended the signing.

Strengthening government excellence

The cooperation framework seeks to advance knowledge exchange, best practice sharing, and capacity-building across entities. It includes forming a joint working team to coordinate implementation, setting performance indicators, and developing training and development workshops to enhance readiness and institutional performance.

Lt. General Al Marri highlighted that the agreement reflects Dubai’s vision of “One Government” working cohesively towards efficiency and sustainability. “We take pride in our participation in the ‘Pioneers for Excellence’ initiative, which represents an advanced model of governmental integration,” he said. “Through it, GDRFA Dubai seeks to share its expertise in institutional excellence to support the broader government ecosystem, in line with the wise leadership’s vision of positioning Dubai as a global benchmark for service quality and performance efficiency.”

He added that the initiative embodies GDRFA Dubai’s commitment to empowering government entities by reinforcing innovation, sustainability, and knowledge-based collaboration.

A unified path forward

The agreement is part of the wider efforts of the Dubai Government Excellence Program to entrench a culture of leadership, strengthen institutional performance, and showcase Dubai’s distinct model of government excellence.

By leveraging digital systems, human capital development, and cross-entity integration, the initiative underscores Dubai’s ongoing commitment to global competitiveness in governance and public service.
